But two more pressing sets of questions may be asked. Secondly, if the discourse of human rights cannot incorporate a theory of radical social change, what justification, if any, is there for abandoning it? But what is growth and how do we go about growing? Imagination and its role in the process of growth, both personal and political, was important for Dewey. He took literally the idea that failure, in any and all of its forms, was most often due to a failure of imagination, a failure to think through problems in all their intricacy and particularity. It was a failure to imaginatively draw out the consequences of a given view, opinion, or clash of values that frustrated Dewey and informed his philosophy. In other words, Dewey thought that most, though certainly not all, conflicts between people and groups could be mediated, talked through, accommodated, and resolved with a bit of honesty and imagination.

John Dewey was an American philosopher, associated with pragmatism. His immense philosophical and other written output encompasses most areas of philosophy as well as a host of other educational, social and political concerns. At the core of his political thinking are the beliefs that science and democracy are mutually supportive and interdependent enterprises, that they are egalitarian, progressive and rest on habits of open social communication, and that powerful interpretations of liberal individualism and democracy have become ossified and self-defeating. Yet he retained the Idealist ambition of articulating a unified account of human progress. After a dispute with the university president, Dewey left Chicago in for Columbia University, where he remained until his retirement. The period between the wars also saw an imposing series of books articulating and developing his philosophical beliefs.

Neoliberalism , ideology and policy model that emphasizes the value of free market competition. Although there is considerable debate as to the defining features of neoliberal thought and practice, it is most commonly associated with laissez-faire economics. In particular, neoliberalism is often characterized in terms of its belief in sustained economic growth as the means to achieve human progress, its confidence in free markets as the most-efficient allocation of resources , its emphasis on minimal state intervention in economic and social affairs, and its commitment to the freedom of trade and capital. Although the terms are similar, neoliberalism is distinct from modern liberalism. Both have their ideological roots in the classical liberalism of the 19th century, which championed economic laissez-faire and the freedom or liberty of individuals against the excessive power of government. But liberalism evolved over time into a number of different and often competing traditions. Modern liberalism developed from the social-liberal tradition, which focused on impediments to individual freedom—including poverty and inequality, disease, discrimination , and ignorance—that had been created or exacerbated by unfettered capitalism and could be ameliorated only through direct state intervention.

The developments and changes in the social life have led to change in the social needs. Therefore, problems and their solutions also change. The industrial revolution which realized in the eighteenth century had some important impacts not only on the economic life but also on social structure. It was aimed to solve social problems and ensure prosperity through social policies, which is a multidisciplinary field, and consequently, the concept of welfare state emerged. The states, which had liberal concerns and traditional protection functions and reached a powerful position with their internationalist approaches, underwent a transformation period because of the economic and social developments which took place in the last quarter of the twentieth century.


The use of the words liberal and liberalism to denote a particular social phi- losophy does not appear to occur earlier than the first decade of the nineteenth century.

Liberalism has long been accustomed to onslaughts proceeding from those who oppose social change. It has long been treated as an enemy by those who wish to maintain the status quo. But today these attacks are mild in comparison with indictments proceeding from those who want drastic social changes effected in a twinkling of an eye, and who believe that violent overthrow of existing institutions is the right method of effecting the required changes. They indicate that, in the minds of many persons, liberalism has fallen between two stools, so that it is conceived as the refuge of those unwilling to take a decided stand in the social conflicts going on. It is called mealy—mouthed, a milk—and—water doctrine and so on. Popular sentiment, especially in this country, is subject to rapid changes of fashion.
